Séminaire sur les grandes puissances


Après les trois premiers numéros de la Revue d’astrologie mondiale (RAM) consacrés à une réflexion sur la nature des Transneptuniens découverts il y a près d’un siècle par Alfred Witte et Friedrich Sieggrün de l’École de Hambourg, sur leur signification et leur intérêt en astrologie mondiale ainsi que sur leur mode d’emploi, les numéros suivants de la RAM sont consacrés  à une étude approfondie du thème des trois grandes puissances – États-Unis, Chine, Russie – ainsi qu’à une synthèse sur les interrelations géopolitiques et astrologiques entre ces trois puissances.
Parmi les corrélations les plus couramment admises comme établies et répondant à une réalité effective, nous trouvons en premier lieu la liaison entre les trois cycles saturniens et les trois plus grandes puissances qui ont marqué l’histoire du XXe siècle : Saturne-Uranus et les États-Unis, Saturne-Neptune et la Russie communiste, Saturne-Pluton et la Chine. Ces attributions globales reposent à la fois sur des thèmes nationaux et sur le constat d’une évolution cyclique prolongée sur plusieurs cycles. Les trois cycles saturniens les plus lourds « fonctionnent » de façon satisfaisante avec les trois puissances dominantes en compétition, à des degrés divers, pour l’hégémonie mondiale, du moins à partir de la fin de la Seconde Guerre mondiale.
La théorie astrologique des cycles est formulée au moment même - à partir des années soixante - où le grand jeu politique des puissances, au moment de la guerre du Vietnam, se règle selon le rythme de ces trois cycles saturniens. Il y a alors adéquation entre la théorie et son objet ; la « Figure du monde » d’après la Seconde Guerre mondiale est en résonance avec l’outil intellectuel forgé pour en définir le schéma d’évolution. Mais qu’en est-il de cette adéquation entre la théorie et son objet si l’on remonte en amont dans le temps historique, avant la constitution de ces grands Empires du XXe siècle ? A quels phénomènes historiques, dans le passé, correspondent les cycles Saturne-Uranus, Saturne-Neptune et Saturne-Pluton ? (…) Il existe au cours de l’histoire des mutations, des sauts qualitatifs tels qu’ils amènent non seulement des modifications sur la scène de l’histoire, mais des changements complets de tableau, l’avènement d’une nouvelle « Figure du monde ». On sent bien que le monde d’après le cataclysme révolutionnaire qui s’étend de 1789 à 1815 n’est plus le même que celui de l’Ancien Régime ; il en va de même du monde d’après la Grande Guerre de 14-18 ; et l’on peut se demander si, après 1989, nous n’avons pas changé également de cadre - même si, à notre avis, la réponse à cette question ne sera vraisemblablement donnée qu’au sortir de la prochaine grande crise prévisible entre 2010 et 2015, autour du carré évolutif Uranus-Pluton et après la triple conjonction Jupiter-Saturne-Pluton de 2020, qui marque par ailleurs le début d’une Grande Mutation dans le cadre des cycles Jupiter-Saturne (la précédente ayant eu lieu en signes de Terre en 1842).
                             Par ailleurs, si les cycles de Saturne avec les trois trans-saturniennes « fonctionnent » si bien, il faut peut-être en chercher la raison dans le fait que, depuis l’époque même de la découverte de ces trans-saturniennes - Uranus en 1781, Neptune en 1846, Pluton en 1930 - le monde s’est engagé sur la voie d’une unification spatio-temporelle, mettant en contact souvent rugueux toutes les civilisations les unes avec les autres. A partir d’archipels éclatés, nous assistons à la lente constitution d’une histoire universelle globale. Il est essentiel de bien prendre conscience de ce qui constitue, à divers moments de l’histoire, l’unité de base : la cité antique, le royaume féodal, l’État-nation, la civilisation. C’est cette dernière entité qui constitue la pièce maîtresse dans l’œuvre du grand historien anglais Arnold J. Toynbee, qui inspire depuis le temps de ma jeunesse ma réflexion historique. Dans des conférences données à la BBC en 1952, Toynbee estimait que la rencontre entre le monde et l’Occident pourrait bien apparaître rétrospectivement comme l’événement le plus important de l’histoire moderne. Le chaos planétaire et la mutation explosive en cours depuis 2010 sous le carré évolutif Uranus-Pluton (en orbe dès l’éclatement de la crise financière en septembre 2008) semblent bien montrer au grand jour la réalisation de cette perspective, qui prend la forme d’une sorte de choc en retour de l’expansion européenne sur le monde, qui culmina au début du XXe siècle, au moment des cérémonies grandioses qui célébraient le jubilée de la reine Victoria, à la tête d’un Empire présent sur tous les continents. Durant quatre ou cinq siècles d’affrontement, le monde a subi les assauts terribles de l’Occident, qui a réussi à imposer à travers le monde entier sa civilisation technicienne, mais non ses valeurs propres, dans la mesure où celles-ci entrent en confit avec les traditions propres aux civilisations momentanément soumises à l’Occident. Aujourd’hui la puissance technique n’est plus l’apanage de l’Occident, et les civilisations anciennes sont à même de contester la suprématie de l’Occident en matière civilisationnelle. D’ailleurs ne voit-on pas l’Occident procéder à une révision déchirante, en passant d’un modèle où il se représentait comme « la » civilisation face à diverses formes de barbarie, à un modèle relativiste selon lequel toutes les civilisations se valent. Encore faudrait-il interroger la notion d’Occident, chère à Toynbee (qui en exclut, par exemple, la Russie) et prendre en considération les fractures internes à cette aire civilisationnelle, notamment les oppositions entre la civilisation nord-américaine et la « vieille Europe ». Enfin, la constitution d’une oikouménè englobant l’entièreté de la terre et s’accompagnant d’une forme de conscience « planétaire », avivée en outre par la prise en considération des divers problèmes écologiques, n’implique en aucune manière l’émergence d’une civilisation globale et l’effacement des anciennes civilisations ; en revanche un dialogue inter-civilisationnel s’impose à l’évidence, pouvant prendre des formes pacifiques aussi bien que la voie d’un « choc des civilisations ».

After the first three issues of the Journal of Mundane Astrology (JMA) devoted to a reflection on the nature of Transneptunians discovered almost a century ago by Alfred Witte and Friedrich Sieggrün of the School of Hamburg, on their meaning and their interest in mundane astrology and how they are used, the following issues of the JMA are devoted to an in-depth study of the charte of the three great powers - USA, China, Russia - as well as a synthesis of interrelations geopolitical and astrological between these three powers.

Among the most commonly accepted correlations as established and responding to an actual reality, we find in the first place the connection between the three Saturnian cycles and the three greatest powers that have marked the history of the twentieth century : Saturn-Uranus and the USA, Saturn-Neptune and Communist Russia, Saturn-Pluto and China. These global attributions are based at the same time on national chart and on the observation of a cyclical evolution prolonged on several cycles. The three heaviest Saturnian cycles "function" satisfactorily with the three dominant powers competing, to varying degrees, for world hegemony, at least from the end of the Second World War.

The astrological theory of cycles is formulated at the same time - from the sixties - when the great political game of the powers, at the time of the Vietnam war, is regulated according to the rhythm of these three Saturnian cycles. There is then adequacy between the theory and its object ; the "Figure of the World" after the Second World War is in resonance with the intellectual tool forged to define the pattern of evolution. But what about this correspondence between the theory and its object if we go upstream in historical time, before the constitution of these great empires of the twentieth century ? To what historical phenomena, in the past, correspond the Saturn-Uranus, Saturn-Neptune and Saturn-Pluto cycles ? (...)In the course of history, there are mutations, qualitative leaps such that they bring not only changes on the stage of history, but complete changes in the table, the advent of a new "Figure of the world". It is clear that the world after the revolutionary cataclysm from 1789 to 1815 is no longer the same as that of the Old Regime ; the same goes for the world after the Great War of 14-1 8; and one wonders whether, after 1989, we have not changed the framework equally - even though, in my opinion, the answer to this question will probably only be given at the end of the next major crisis foreseeable between 2010 and 2015, around the evolutionary Uranus-Pluto square and after the Jupiter-Saturn-Pluto triple conjunction of 2020, which also marks the beginning of a Great Mutation in the context of the Jupiter-Saturn cycles (the previous one taking place in signs of Earth in 1842).

On the other hand, if the cycles of Saturn with the three trans-Saturnians "work" so well, we may have to look for the reason that, since the very time of the discovery of these trans-Saturnians - Uranus in 1781, Neptune in 1846, Pluto in 1930 - the world has embarked on the path of a spatio-temporal unification, often putting all civilizations in contact with each other. From exploded archipelagos, we are witnessing the slow constitution of a global universal history. It is essential to be well aware of what constitutes, at various moments in history, the basic unit : the ancient city, the feudal kingdom, the nation-state, civilization. It is this last entity which constitutes the centerpiece in the work of the great English historian Arnold J. Toynbee, who inspires since the time of my youth my historical reflection. In lectures given to the BBC in 1952, Toynbee believed that the encounter between the world and the West might well appear retrospectively as the most important event in modern history. The global chaos and the explosive mutation under way since 2010 under the evolutionary Uranus-Pluto square (in orb since the outbreak of the financial crisis in September 2008) seem to show the realization of this perspective, which takes the form of a sort of shock in return for European expansion on the world, which culminated in the early twentieth century, at the time of the grand ceremonies that celebrated the jubilee of Queen Victoria, at the head of an empire present on all continents. During four or five centuries of confrontation, the world has suffered the terrible onslaught of the West, which has managed to impose throughout the world its technical civilization, but not its own values, to the extent that they come into conflict with the traditions of civilizations momentarily subject to the West. Today, technical power is no longer the prerogative of the West, and ancient civilizations are able to challenge the supremacy of the West in civilizational matters. Moreover, do not we see the West making a heartbreaking revision, moving from a model in which it imagines itself as "the" civilization in the face of various forms of barbarism, to a relativist model according to which all civilizations are equal. It is also necessary to question the notion of the West, dear to Toynbee (which excludes, for example, Russia) and to take into consideration the fractures internal to this civilizational area, notably the oppositions between the North American civilization and the "old" Europe ". Finally, the constitution of an oikoumene encompassing the entire earth and accompanied by a form of "planetary" consciousness, further sharpened by the consideration of various ecological problems, does not imply in any way emergence of a global civilization and the erasure of ancient civilizations ; on the other hand, an inter-civilizational dialogue is obviously necessary, which can take peaceful forms as well as the path of a "clash of civilizations".

Si le thème cyclique - par exemple, la conjonction Jupiter-Saturne du 28 mai 2000 ou la conjonction Saturne-Pluton du 12 janvier 2020 - se réfère à la pureté sans faille de l’algèbre céleste, la matière terrestre s’incarne dans des thèmes d’États dont nous constatons qu’ils constituent le plus souvent un véritable casse-tête pour l’astrologue, du fait des innombrables contestations que suscite la plupart du temps leur établissement. La multiplication des sources de données sur Internet et dans diverses revues et même la publication d’ouvrages spécialisés - tel le fameux Book of World Horoscopes de Nicholas Campion - ne contribuent guère, hélas, à éclairer les choses, puisqu’ils placent le plus souvent le praticien de la mondiale devant des choix où il est bien difficile de trancher. Dans notre propre pratique, sur un bon quart de siècle nous avons changé souvent de position quant aux thèmes nationaux sur lesquels nous travaillons le plus fréquemment, et il est rare que nous puissions nous arrêter à une position définitive.
Dans son ouvrage consacré à la datation des thèmes de mondiale, Nicholas Campion consacre une trentaine de pages aux thèmes relatifs à la naissance des États-Unis d’Amérique. Il s’agit d’un long processus qui s’étend du 5 septembre 1774 (réunion à Philadelphie du premier Congrès continental formé par les treize colonies britanniques),  jusqu’au 30 avril 1789 (prestation de serment de George Washington comme premier Président des États-Unis). Mon étude traite de quelques-unes de ces étapes : la Tea ¨Party de Boston  (16 décembre 1773), le premier Congrès continental (5 septembre 1774), la bataille de Lexington (19 avril 1775), le vote pour l’indépendance (2 juillet 1976), la Déclaration d’indépendance du 4 juillet 1776, avec ses diverses variantes donnant, en fonction de l’heure choisie, des Ascendants Gémeaux, Sagittaire ou Scorpion. La Déclaration d’indépendance nous donne ce qu’on appelle, de façon quelque peu excessive, « le » thème des États-Unis ; mais le processus de formation de la nation n’est allé jusqu’à son terme qu’après avoir franchi encore trois étapes majeures : l’indépendance de facto, acquise sur le champ de bataille, le 17 octobre 1781, le jour de la victoire de Yorktown ; l’indépendance de jure, avec la signature du Traité de Paris, le 3 septembre 1783 ; enfin l’investiture du premier Président des États-Unis, George Washington, le 30 avril 1789.

If the cyclical chart - for example, the Jupiter-Saturn conjunction of May 28, 2000, or the Saturn-Pluto conjunction of January 12, 2020 - refers to the flawless purity of celestial algebra, earthly matter is embodied in charts of States that we find that they are most often a real headache for the astrologer, because of the innumerable disputes that arises most of the time their establishment. The proliferation of data sources on the Internet and in various journals, and even the publication of specialized works - such as Nicholas Campion's famous Book of World Horoscopes - hardly help, alas, to enlighten things, since they most often the practitioner of the mundane in front of choices where it is very difficult to decide. In my own practice, over a good quarter of a century I have often changed my position on the national charts on which I work most frequently, and it is rare that I can stop at a definitive position.


In his book on the dating of mundane charts, Nicholas Campion devotes thirty pages to the charts relating to the birth of the United States of America. It is a long process that extends from September 5, 1774 (meeting in Philadelphia of the first Continental Congress formed by the thirteen British colonies), until April 30, 1789 (swearing of George Washington as first President of United States). My study deals with some of these stage s: the Tea Party of Boston (December 16, 1773), the first Continental Congress (September 5, 1774), the Battle of Lexington (April 19, 1775), the vote for independence ( July 2, 1976), the Declaration of Independence of July 4, 1776, with its various variants giving, depending on the time chosen, Gemini, Sagittarius or Scorpio Ascendants. The Declaration of Independence gives us what we call, somewhat excessively, the "chart" of the United States; but the process of formation of the nation went to its end only after having passed three major stages : the de facto independence, acquired on the battlefield, on October 17, 1781, the day of the victory Yorktown ; the de jure independence, with the signing of the Treaty of Paris, September 3, 1783 ; and the inauguration of the first President of the United States, George Washington, on April 30, 1789.

Une analyse du thème classique des Etats-Unis repose sur le thème scorpionique (Ascendant à 8° Scorpion) défendu par Michael O'Reilly - que j'ai suivi jusqu'à récemment, avant de revenir au thème - non fondé historiquement mais pertinent symboliquement - d'Ebenezer Sibly, thème utilisé par des autorités telles que le regretté Charles Harvey ou Robert Hand.
 
A cette analyse classique succède une étude du thème uranien, qui met en valeur la forte charpente structurelle entre les composantes les plus importantes. du thème. Ainsi, la carte uranienne, ancrée sur le Nœud Nord, relie les deux axes correspondant aux carrés Soleil-Saturne et Mars-Neptune, mais aussi Jupiter/Zeus, Jupiter/Uranus, Pluton/Milieu du Ciel, et même Vulcanus/Ascendant : une puissante structure qui enrichit et densifie l’interprétation du thème, tout en la rendant ardue du fait de sa grande complexité.

An analysis of the classic chart of the United States is based on the scorpionic chart (Ascendant at 8° Scorpio) championed by Michael O'Reilly - which I followed until recently, before returning to the chart - unfounded historically but symbolically relevant – of Ebbenezer Sibly, chart used by authorities such as the late Charles Harvey or Robert Hand.
This classic analysis is followed by a study of the Uranian chart, which highlights the strong structural framework between the most important components of the chart. Thus, the Uranian map, anchored on the North Node, connects the two axes corresponding to the Sun-Saturn and Mars-Neptune squares, but also Jupiter/Zeus, Jupiter/Uranus, Pluto/Midheaven, and even Vulcanus/Ascendant : a powerful structure that enriches and densifies the interpretation of the chart, while making it arduous because of its great complexity.

La troisième partie de la RAM n° 4  consiste en un parcours historique quit les grandes étapes de la montée en puissance de cette république qui s’émancipe, à la fin du XVIIIe siècle, de la tutelle de la « cieille Europe ».Depuis l’effondrement de l’Union soviétique, les États-Unis sont devenus une hyper-puissance dominant la scène internationale, sans pour autant arriver à imposer un monopole absolu et à étouffer les germes d’un nouvel ordre international multipolaire, englobant notamment la Chine, la Russie et l’Inde comme foyers indépendants de puissance sur diverses régions du monde - l’Europe et le Japon ne disposant plus, dans ce contexte, des moyens ou de la volonté suffisants et devenant des puissances secondaires pour lesquelles seule demeure le choix du maître auquel soumettre leur vassalité.

 

Dans les temps modernes, les périodes de domination de l’Espagne, puis de la France, s’inscrivent dans les cycles Uranus-Neptune de 1479 à 1650 (les traités de Westphalie), puis de 1650 à 1821. La période de puissance de la Hollande, ainsi que, plus tard, celle de l’Angleterre, s’inscrivent aussi dans le cadre du cycle Uranus-Neptune mais elles vont d’une opposition à une autre opposition (de 1564 à 1736, puis de 1736 à 1908). Le temps de la puissance allemande s’inscrit plutôt dans le cycle Saturne-Uranus, allant de la conjonction de 1852 à celle de 1942. Pour ce qui est des États-Unis, leur hégémonie commence avec l’opposition Uranus-Neptune de 1908 et devrait en principe durer au moins jusqu’à la prochaine opposition de ce cycle vers la fin du XXIe siècle (de 2078 à 2081). Mais les phases de leur ascension vers l’hyper-puissance sont bien marquées par les trois conjonctions Saturne-Uranus de 1898, 1942 et 1988. L’année 1898 marque l’entrée des États-Unis sur la scène internationale comme grande puissance, au travers de sa guerre avec l’Espagne ; à partir de 1942, la domination de l’Amérique s’impose sur le monde après la victoire sur l’Allemagne et le Japon ; 1989 amène une mutation qui fait des États-Unis la seule hyper-puissance après l’effondrement du bloc soviétique. Une hégémonie que viennent contester, depuis le milieu des années 2010, au temps du carré Uranus-Pluton, les aspirations à un monde multipolaire et la constitution d’une grande alliance eurasiatique autour d’une double polarité russo-chinoise.

Cette partie étudie successivement l’universalisme américain, les moyens géopolitiques de la volonté d’hégémonie, les laboratoires de la puissance.

The third part of the JMA No. 4 consists of a historical journey that follows the major stages of the rise of this republic which emancipated from the tutelage of "old Europe" in the late eighteenth century. Since the collapse of the Soviet Union, the USA has become a dominant hyper-power on the international scene, without being able to impose an absolute monopoly and stifle the seeds of a new multipolar international order, including the China, Russia and India as independent powerhouses in various parts of the world - in this context, Europe and Japan no longer have sufficient means or will and become secondary powers for which there remains only the choice of the master to submit to their vassalage.

In modern times, the periods of domination of Spain, then of France, form part of the Uranus-Neptune cycles from 1479 to 1650 (the Westphalian Treaties), then from 1650 to 1821. The period of power of Holland, as well as, later, that of England, also fall within the framework of the Uranus-Neptune cycle but they go from one opposition to another opposition (from 1564 to 1736, then from 1736 to 1908). The time of the German power is rather in the Saturn-Uranus cycle, going from the conjunction of 1852 to that of 1942. As for the USA, their hegemony begins with the Uranus-Neptune opposition of 1908 and should in principle last at least until the next opposition of this cycle towards the end of the 21st century (from 2078 to 2081). But the phases of its ascent to hyper-power are well marked by the three Saturn-Uranus conjunctions of 1898, 1942 and 1988. The year 1898 marks the entry of the USA on the international scene as a great power, at the through its war with Spain ; from 1942, America's domination prevailed over the world after the victory over Germany and Japan ; 1989 brings a mutation that makes the USA the only hyper-power after the collapse of the Soviet bloc. A hegemony that the aspirations to a multipolar world and the constitution of a great Eurasian alliance around a dual Russian-Chinese polarity come to challenge, since the mid-2010s, at the time of the Uranus-Pluto square.

This part successively studies the American universalism, the geopolitical means of the will of hegemony, the laboratories of the power.

Chine I – 1644-1949

 
 


 




Une série de trois numéros est consacrée à la Chine (I. La Chine républicaine, de 1911 à 1949 ; II. Le thème de la République Populaire de Chine ; III. La Chine de 1949 à 2015).


 
Une première partie traite d’abord de la transition entre la dynastie des Ming et la dynastie sino-mandchoue des Qing. Une seconde partie analyse quelques moments cruciaux de l'histoire de la Chine à partir du milieu du XIXe siècle. La troisième partie est consacrée à la Révolution de 1911 et à l'histoire de la République de Chine jusqu'à la fin de la Seconde Guerre mondiale et à l'instauration du pouvoir communiste en 1949.

« Le tableau qui ressort de l’Ingrès Bélier 1949 correspond assez bien à l’accession au pouvoir en Chine par les communistes, à l’issue d’une longue et terrible guerre civile. Il est évocateur d’un pouvoir qui prend appui sur un parti puissamment organisé et qui impose à l’ensemble de la population un bouleversement total dans ses façons de penser et de vivre : rejet féroce de toute la tradition confucéenne qui s’appuyait sur la famille comme fondement de l’ordre social et volonté d’y substituer, par une propagande constante et intensive, une organisation sociale abstraite et arbitraire inspirée par l’idéologie marxiste-léniniste à la sauce maoïste. En ajoutant à cela un mode de vie frugal, une politique insensée conduisant à la pire famine qu’ait jamais connue la Chine au moment du Grand Bond en avant ».

 
Le thème de la RPC est fortement lié au thème de la République de 1912, au moment de l’entrée en fonctions de Sun Yat-sen comme Président. La déclaration de la République populaire en 1949 marqua l'étape finale du processus engendré en 1911, la révolutioin communiste apparaissant désireuse de restaurer la Chine comme un Etat de justice et d'égalité en contraste avec le chaos et la corruption de la république antérieure.

A series of three issues is devoted to China (I. Republican China, from 1911 to 1949, II, the chart of the People's Republic of China, and China from 1949 to 2015).


 


The first part deals with the transition between the Ming Dynasty and the Sino-Manchu Qing Dynasty. A second part analyzes some crucial moments in the history of China from the middle of the nineteenth century. The third part is dedicated to the 1911 Revolution and the history of the Republic of China until the end of the Second World War and the establishment of communist power in 1949.


 
A study of Ingress in in Aries including the Transneptunians leads to an eloquent synthesis :

 

“The chart that emerges from the Ingress in Aries of 1949 corresponds quite well to the accession to power in China by the Communists, after a long and terrible civil war. It is evocative of a power which is supported by a strongly organized party which imposes on the whole population a total upheaval in its ways of thinking and living: a fierce rejection of the whole Confucian tradition which was based on family as the foundation of the social order and the will to substitute, by a constant and intensive propaganda, an abstract and arbitrary social organization inspired by the Marxist-Leninist ideology with Maoist sauce. Add to that a frugal way of life, a senseless policy leading to the worst famine China has ever known at the time of the Great Leap Forward”.

 
The chart of the PRC is strongly related to the chart of the Republic of 1912, when Sun Yat-sen took office as President. The declaration of the People's Republic in 1949 marked the final stage of the process that began in 1911, when the communist revolutionist appeared desirous of restoring China as a state of justice and equality in contrast with the chaos and corruption of the former republic.

Chine III – 1949-2015 / China – 1949-2015

 





Le n° 7 de la RAM, qui traite de la Chine entre 1949 et 2015, comporte trois parties : la première traite de l’ère maoïste (1949-1976), la seconde de l’ère de Deng Xiaoping (1976-1992), la troisième analysant les voies de la puissance.

Après une analyse du thème de Mao Tsé-toung, vient une étude sur la mise en place du nouveau régime, qui s’installe au travers d’une première série de campagnes de terreur. Les trois grandes phases qui jalonnent l’ère maoïste se déroulent lors de la campagne des « Cent fleurs » en 1957, puis lors du Grand Bond en avant (1958-1961), qui cause des millions de morts et engendre la plus meurtrière famine de tous les temps, tous pays confondus.

«  Cette aventure  met crûment en lumière l’incompétence économique, la méconnaissance du pays, l’isolement dans la suffisance et l’utopisme volontariste de la direction du PC et, singulièrement, de son chef. Il s’agit de bouleverser le mode de vie des paysans, contraints de se grouper en gigantesques unités de milliers, voire de dizaines de milliers de familles, où tout devient commun, à commencer par les repas ; de développer la production agricole dans d’énormes proportions, grâce à des travaux pharaoniques d’irrigation et à de nouvelles méthodes culturales ; enfin, de supprimer la différence entre travail agricole et travail industriel. Certaines méthodes agronomiques tout droit venues de l’académicien soviétique Lyssenko, et reposant sur la négation volontariste de la génétique, ont valeur de dogme en Chine  autant que chez le grand frère soviétique ; imposées aux paysans, elles se révèlent désastreuses. Alors que la famine touche tout le pays, le Quotidien du Peuple lancera, à la fin 1959, un slogan surréaliste : « Vivre sur un mode frugal dans une année d’abondance » !

A partir de mai 1966 va s’étendre progressivement à travers tout le pays la « Révolution culturelle’, lancée par Mao Tsé-toung pour contrer l’appareil du PCC qui tendait à le mettre à l’écart après le bilan catastrophique du Grand Bond en avant. La révolution culturelle a causé entre 400 000 à un million de morts. Le sinologue Simon Leys   résume en ces termes le bilan de cette sinistre période :

«  La révolution culturelle, qui n’eut de révolutionnaire que le nom, et de culturelle que le prétexte tactique initial, fut une lutte pour le pouvoir menée au sommet entre une poignée d’individus, derrière le rideau de fumée d’un fictif mouvement de masse ».

Après la mort de Mao Tsé-toung (le 9 septembre 1976), la réhabilitation puis l’arrivée au pouvoir de Deng Xiaoping en 1978 ouvre la voie d’une réforme qui va dans le sens d’une libéralisation de l’économie et de l’ouverture aux capitaux étrangers, sans toucher au pouvoir du Parti communiste – qui est confirmé la nouvelle Constitution de 1982, au moment de la conjonction Saturne-Pluton, cycle déterminant pour la Chine contemporaine.  Les forces libérales commencent à réclamer la démocratie qui va aboutir sur une contestation ouverte au printemps 1989. Celle-ci sera écrasée le 4 juin 1989, lors du massacre de la place Tienanmen. Le régime continue par ailleurs de mener une politique répressive dans les vastes provinces occidentales du Tibet et du Sinkiang

La dernière partie de l’article, qui traite des « voies de la puissance » expose la politique étrangère de la Chine communiste, avec les nombreuses guerres qui ont été menées contre ses voisins. Les Jeux Olympiques de 2008 à Pékin constitue un moment de consécration sur la scène internationale d’un pays qui renouer avec ses références civilisationnelles, dépouillant le vernis révolutionnaire de la période maoïste. L’Occident ne veut voir dans la Chine d’aujourd’hui que le partenaire incontournable avec lequel le monde fait de « bonnes affaires ». Mais certains observateurs estiment que le projet de la Chine consiste en rien de moins qu’en la domination du monde et la généralisation du mode d’organisation totalitaire qui prévaut déjà chez elle. Deng Xiaoping a été l’artisan d’une orientation stratégique rendant envisageable cette prétention hégémonique. Le choix d’une voie capitaliste pour parvenir à une hégémonie économique n’a en tout cas pas conduit à une démocratisation de la vie politique en Chine.

Le développement de la Route de la Soie sous la présidence de Xi Jinping va dans le sens de la constitution d’une zone économique qui unirait l’Europe, la Chine et l’Asie centrale dans un grand marché de plus de 3 milliards d’individus, susceptible de s’étendre en direction de l’Afrique et de certaines zones d’Amérique latine.

Le cap de l’année 2020, avec la conjonction Saturne-Pluton à 23° Capricorne suivi de la conjonction Jupiter-Saturne à 0° Verseau (sur l’ascendant de la Chine) marquera sans doute un moment fort de consécration de la puissance chinoise. Seul l’avenir dira si ce cap est celui d’un pic suivi d’une descente ou d’une étape significative dans une ascension qui se poursuit vers d’autres sommets.

The 7th issue of the JMA,  which deals with China between 1949 and 2015, has three parts : the first deals with the Maoist era (1949-1976), the second with the era of Deng Xsiaoping (1976-1992) the third analyzing the ways of power.

After an analysis of the natal chart of Mao Tse-tung, comes a study on the establishment of the new regime, which is set up through a first series of campaigns of terror. The three great phases that mark the Maoist era take place during the Hundred Flowers Campaign in 1957 and the Great Leap Forward (1958-1961), which causes millions of deaths and generates the deadliest famine of all times, all countries combined.

This adventure highlights credibly the economic incompetence, the ignorance of the country, the isolation in the sufficiency and the voluntaristic utopism of the direction of the PC and, in particular, of its leader. It is a question of upsetting the way of life of the peasants, forced to group themselves in gigantic units of thousands, even tens of thousands of families, where everything becomes common, starting with meals ; to develop agricultural production in enormous proportions, thanks to pharaonic irrigation works and new farming methods; finally, to eliminate the difference between agricultural work and industrial work. Some agronomical methods, coming from the Soviet academician Lysenko, and based on the voluntaristic negation of genetics, have the value of dogma in China as much as in the Soviet big brother ; imposed on the peasants, they prove to be disastrous. While the famine affects the whole country, the People's Daily will launch, at the end of 1959, a surreal slogan : "Live on a frugal way in a year of abundance" !

From May 1966, the "Cultural Revolution", launched by Mao Tse-tung to counter the CCP's apparatus that tended to put it on the back burner after the catastrophic record of the Great Leap forward, will gradually spread throughout the country. The cultural revolution caused between 400,000 to one million deaths. The sinologist Simon Leys summarizes in these terms the balance sheet of this sinister period :

“The cultural revolution, which was only revolutionary in name, and cultural, as the initial tactical pretext, was a struggle for power led at the top between a handful of individuals, behind the smoke curtain of a fictitious movement of mass

After the death of Mao Tse-tung (9 September 1976), Deng Xiaoping's rehabilitation and then his coming to power in 1978 paved the way for a reform that led to a liberalization of the economy and the opening up to foreign capital, without touching the power of the Communist Party - which is confirmed by the new Constitution of 1982, at the time of the Saturn-Pluto conjunction, which is a determining cycle for contemporary China. The liberal forces are beginning to demand democracy that will lead to an open protest in the spring of 1989. It will be crushed on June 4, 1989, during the Tiananmen Square massacre. The regime on the other hand continues to pursue repressive policies in the vast western provinces of Tibet and Sinkiang.

The last part of the article, which deals with "ways of power" exposes the foreign policy of Communist China, with the many wars that have been waged against its neighbors. The Beijing 2008 Olympic Games is a moment of international consecration for a country that is renewing its civilizational credentials, stripping away the revolutionary polish of the Maoist period. The West does not want to see today's China as the unavoidable partner with which the world is doing good business. But some observers believe that China's project consists of nothing less than the domination of the world and the generalization of the totalitarian mode of organization already prevailing at home. Deng Xiaoping was the architect of a strategic orientation that made this hegemonic pretension possible. The choice of a capitalist path to achieve economic hegemony has not in any case led to a democratization of political life in China.

The development of the Silk Road under the presidency of Xi Jinping goes in the direction of the constitution of an economic zone that would unite Europe, China and Central Asia in a large market of more than 3 billion individuals, likely to spread towards Africa and certain areas of Latin America.The course of the year 2020, with the Saturn-Pluto conjunction at 23° Capricorn followed by the Jupiter-Saturn conjunction at 0° Aquarius (on the ascendant of China) will undoubtedly mark a moment of consecration of the Chinese power.  Only the future will tell if this course is that of a peak followed by a descent or a significant stage in a climb that continues to other summits.

Le cap que je me suis fixé au moment de la conception du Bulletin d’astrologie mondiale (BAM) et de la Revue d’astrologie mondiale (RAM) – toutes deux imaginées le jour de la Lune Bleue du 20 août 2013 – est de consacrer à la RAM deux séminaires virtuels, l’un traitant de l’histoire des civilisations, l’autre d’un nouveau paradigme de l’astrologie mondiale. Les trois premiers numéros de la RAM ont porté sur la question des Transneptuniens – le premier numéro étant consacré à l’ordonnance du système solaire, avec une contribution essentielle de Paul Bernard, mathématicien et polytechnicien.


Et avant de passer à mes deux sujets, l’idée s’est imposée à moi de consacrer une première série à une étude fouillée des trois grandes puissances dominantes à l’époque actuelle : les États-Unis, la Chine et la Russie. De fil en aiguille, c’est un séminaire étalé sur deux années – 2015 et 2016 – qui a été ainsi lancé. Un numéro a paru d’abord sur les États-Unis, suivi de trois numéros traitant de la Chine, depuis l’avènement de la dynastie mandchoue en 1644 jusqu’à l’arrivée au pouvoir de Xi Jinping en 2013. Il me restait alors à produire trois numéros destinés à couvrir l’histoire de la Russie depuis ses origines jusqu’à nos jours. Mon projet initial était à ce moment (au début de l’année 2016) de construire cette étude autour de trois pivots qui ont pour nom « Vladimir » : Vladimir, le Soleil Rouge, celui par qui la Russie a été baptisée dans la foi chrétienne et orthodoxe ; Vladimir le Destructeur, celui qui a imposé à la Russie la religion de l’athéisme et une tribulation de soixante-douze ans de régime communiste ; et Vladimir le Rénovateur, celui qui, après avoir accédé au moment de l’éclipse nostradamique du 11 août 1999 au poste de Premier ministre, est devenu, à partir du 31 décembre 1999, le responsable des destinées de la Nouvelle Russie.


Pour ce faire, l’ordre chronologique apparaît au premier abord comme le plus naturel et le plus cohérent. Mais voici qu’en raison de plusieurs circonstances cette évidence s’est heurtée  à diverses difficultés. Il se trouve que mon travail sur la RAM a été sérieusement freiné par les nécessités de la rédaction de plusieurs articles du BAM liés à l’actualité. J’ai dû me rendre à l’évidence que jamais je ne serais en état de rédiger pour l’Ingrès de Bélier du 21 mars 2016 l’article traitant de l’histoire de la Russie depuis l’arrivée de Rurik à Novgorod en 862 jusqu’à l’abdication de Nicolas II le 15 mars 1917 (2 mars selon le calendrier julien). L’idée m’est alors venue à l’esprit qu’il serait judicieux, afin de permettre la régularité dans la parution de la RAM, de renverser l’ordre de parution : remonter dans le temps et commencer par l’article qui doit traiter de la Nouvelle Russie (depuis le 12 juin 1990 jusqu’à 2015), puis traiter de la Russie communiste et seulement, en troisième lieu, de l’immense bloc qui s’étend de 862 à 1917


Quoi qu’il en soit, ce séminaire virtuel des années 2015 et 2016 retarde le début de mes deux séminaires fixes présentant mes travaux relatifs, d’une part à l’histoire des civilisations, d’autre part à la problématique d’un nouveau paradigme de l’astrologie. Il importe par ailleurs d’achever en 2016 le séminaire virtuel transitoire consacré à l’étude des trois grandes puissances actuelles, puisque le dernier numéro doit présenter une synthèse des relations entre les États-Unis, la Chine et la Russie, en focalisant l’attention sur la période 2017-2021. Au fond, ce  détour, qui est aussi un retard, est bienvenu pour deux raisons : il permet de fonder plus profondément une vision astrologique et géopolitique de ces trois puissances, ce qui ne peut que donner de la profondeur à mes analyses d’actualités dans le BAM. Par ailleurs, mes recherches sur ces trois puissances m’ont aidé à progresser  considérablement dans la pratique de l’astrologie globale et à créer des outils de recherche qui se confirment comme performants et très utiles en vue des recherches futures sur l’histoire des civilisations.


Ainsi donc, ce premier  numéro de la RAM sur la Russie traite d’une période d’un quart de siècle, de 1990 à 2015. Une première partie est consacrée à la chute de l’empire soviétique ; deux autres parties traitent respectivement de l’ère de Boris Eltsine et de l’ère de Vladimir Poutine (dans laquelle est inclus le temps de la présidence de Dmitri Medvedev).


La décomposition de l’empire soviétique est un lent processus qui commence avec la mort de Leonid Brejnev en 1982, au moment même de la conjonction Saturne-Pluton, qui va s’accélèrant pour culminer dans la période de double pouvoir entre Mikhaïl Gorbatchev et Boris Eltsine de 1990-1991 et déboucher sur la création d’un nouvel État, la Fédération de Russie. La déclaration de souveraineté de la Fédération de Russie, le 12 juin 1990, constitue le moment-clé de la naissance d’un nouvel État, encore « encagé », si l’on peut dire, dans le cadre du système soviétique. Quatre jours plus tôt, le Congrès de Russie a adopté un texte proclamant la supériorité des lois russes sur les lois soviétiques. Et, lors du 28e congrès du PCUS, qui reconduit le secrétaire général, Mikhaïl Gorbatchev, dans ses fonctions, Boris Eltsine quitte le congrès après avoir rendu sa carte de membre du parti. L'année 1991 est marquée par l'affrontement ouvert entre Eltsine et Gorbatchev. La première élection présidentielle au suffrage universel est fixée, pour la Fédération de Russie, au 12 juin. De cette élection, qui se tient juste un an après la déclaration de souveraineté de la Russie, Eltsine sort grand vainqueur. C’est alors que les conservateurs jouent leur dernière carte en organisant, le 19 août 1991, un coup d’État qui échouera lamentablement grâce au courage et à la détermination de Boris Eltsine. L’échec de ce coup d’État entraîne rapidement la dissolution du Parti communiste, la mise à l’écart de Mikhaïl Gorbatchev et la dissolution de l’URSS.

My goal at the time of the design of the Bulletin of Mundane Astrology (BAM) and the Journal of Mundane Astrology (JMA) - both imagined on Blue Moon Day of August 20, 2013 - is to devote to JMA two virtual seminars, one dealing with the history of civilizations, the other a new paradigm of world astrology. The first three issues of the JMA dealt with the Transneptunians issue - the first issue devoted to the ordering of the solar system, with an essential contribution from Paul Bernard, mathematician and polytechnician. And before passing to our two subjects, the idea was imposed on me to devote a first series to a thorough study of the three great powers dominant at the present time : the USA, China and Russia. One thing leading to another, it is a seminar spread over two years - 2015 and 2016 - that was launched in this way. A number appeared first on the USA, followed by three issues dealing with China, from the advent of the Manchu dynasty in 1644 until the coming to power of Xi Jinping in 2013. It remains for me now to produce three numbers intended to cover the history of Russia from its origins to our days. My project is to construct this study around three pivots called "Vladimir" : Vladimir, the Red Sun, the one by whom Russia was baptized in the christian and orthodox faith ; Vladimir the Destroyer, the one who imposed on Russia the religion of atheism and a tribulation of seventy-two years of communist rule ; and Vladimir the Renovator the one, who, after  having acceded at the time of the nostradamic eclipse of August 11, 1999 to the post of Prime Minister, became, from  January 1, 2000, responsible for the destinies of new Russia.


To do this, the chronological order appears at first sight to be the most natural and the most coherent. But, in the light of several circumstances, this evidence runs into some difficulties. It so happens that my work on the JMA has been seriously hampered by the necessities of the writing of several articles of the BMA related to the news. Before the end of February I had to make it clear that I would never be in a position to write for the Ingress in Aries of March 21, 2016 the article on the history of Russia since the arrival from Rurik to Novgorod in 862 until the abdication of Nicholas II on March 15, 1917 (March  2nd according to the julian calendar). The idea then came to me that it would be judicious, in order to allow the regularity in the publication of the JMA, to reverse the order of publication: go back in time and begin with the article that must to deal with New Russia (from June 12, 1990 to 2015), then to deal with communist Russia and only, in the third place, with the huge block from 862 to 1917.


In any case, this virtual seminar of the years 2015 and 2016 delays the beginning of my two fixed seminars presenting my work relating, on the one hand to the history of civilizations, and on the other hand to the problematic of a new paradigm of astrology. It is also important to complete the transitional virtual seminar on the study of the current three major powers in 2016, since the last issue should present a synthesis of the relationships between USA, China and Russia during the period 2017-2021. Finally, this detour, which is also a delay, was welcome for two reasons: it allowed me to base my astrological and geopolitical vision of these three powers more deeply, which can only give depth to my analyzes of current events in the BMA. In addition, my research on these three powers has helped me to progress considerably in the practice of global astrology and to create research tools that are confirmed as effective and very useful for future research on the history of civilizations.


Thus, this first issue of the JMA on Russia deals with a period of a quarter of a century, from 1990 to 2015. A first part is devoted to the fall of the soviet empire ; two other parties will deal respectively with the era of Boris Yeltsin and the era of Vladimir Putin (in which I include the time of the presidency of Dmitry Medvedev).


The decomposition of the Soviet empire is a slow process that begins with the death of Leonid Brezhnev in 1982, at the very moment of the conjunction Saturn-Pluto, which will accelerate to culminate in the period of dual power between Mikhail Gorbachev and Boris Yeltsin from 1990-1991 and lead to the creation of a new state, the Russian Federation. The declaration of sovereignty of the Russian Federation, on June 12, 1990, is the key moment for the birth of a new state, still "caged", so to speak, within the framework of the Soviet system. Four days earlier, the Russian Congress adopted a text proclaiming the superiority of Russian laws over Soviet laws. And, at the 28th Congress of the CPSU, which renews the Secretary General, Mikhail Gorbachev, in his office, Boris Yeltsin leaves the Congress after returning his membership card. The year 1991 is marked by the open confrontation between Yeltsin and Gorbachev. The first presidential election by universal suffrage is set for the Russian Federation on 12 June. Of this election, which is held just one year after the declaration of sovereignty of Russia, Yeltsin is a great winner. It is then that the Conservatives play their last card by organizing, on August 19, 1991, a coup that will fail miserably thanks to the courage and determination of Boris Yeltsin. The failure of this putsch quickly led to the dissolution of the Communist Party, the sidelining of Mikhail Gorbachev and the dissolution of the USSR.

L’établissement d’un thème national est toujours un véritable casse-tête pour l’astrologue qui doit choisir entre différents moments au cours d’un processus amenant à une indépendance ou à un changement de régime. Ce processus comporte un début, une culmination et une fin. En ce qui concerne la nouvelle Russie, le moment de la culmination est assez clair : il se situe au moment de l’échec du coup d’État des conservateurs communistes, le 19 août 1991 ; la fin, c’est la fin officielle de l’URSS avec la disparition de Mikhaïl Gorbatchev de la scène politique ; le début, c’est la déclaration de souveraineté de la Fédération de Russie le 12 juin 1990, que vient confirmer un an plus tard l’élection de Boris Eltsine comme président de cette république (un peu comme la Fête de la Fédération du 14 juillet 1790 vient ancrer dans la conscience de la nation le changement de régime effectué par le coup de tonnerre de la prise de la Bastille un an plus tôt). Souvent, un fait ou une image symbolique marque dans la conscience nationale un tournant majeur : la chute du Mur de Berlin (le 9 novembre 1989), Boris Eltsine juché sur un tank devant la Maison Blanche (19 août 1991) ; dans le cadre de la chute du communisme en Russie, on peut ajouter le changement de nom de Léningrad, qui redevient Saint-Pétersbourg (12 juin 1991) ou l’éviction, au sommet du Kremlin, de l’étoile rouge par le drapeau tricolore de la Fédération de Russie (25 décembre 1991).

Quoi qu’il en soit de l’heure, un premier constat d’une importance capitale à nos yeux, peut être tiré de la position du Soleil à 21° Gémeaux : il est en résonance avec le Soleil à 21° Poissons dans le thème de la Russie républicaine, qui naît, le 13 mars 1917, au moment même (à minuit juste, selon Kérensky), où la Douma se proclame à la tête du gouvernement à la place du Tsar. La nouvelle Fédération de Russie qui devient souveraine en 1990 est en rupture avec la Russic communiste issue du coup d’État bolchevique du 7 novembre 1917, auquel les nouveaux maîtres du pays ont donné le nom de « Révolution d’Octobre » ; la nouvelle Russie s’inscrit en revanche en continuité de la République qui naît de facto le 13 mars 1917 (28 février o.s.), naissance sanctionnée, deux jours plus tard, par l’abdication de Nicolas II. Une position analogue du Soleil était d’ailleurs aussi présente dans le thème de l’investiture de Mikhaïl Gorbatchev en tant que Secrétaire général du PCUS, le 11 mars 1985 (Soleil à 21° Poissons).

Cet article analyse les thèmes de la Fédération de Russie avant d’étudier la liquidation du passé communiste. En effet, la Fédération de Russie, qui est reconnue comme l’héritière de l’URSS – notamment afin d’éviter la dispersion de l’arsenal nucléaire – va connaître des débuts difficiles, la tâche première étant de liquider le pesant héritage de soixante-dix ans d’ère communiste. C’est dans l’anarchie que semble basculer la Russie du début des années 1990, une Russie qui fait le choix de la libéralisation à outrance et livre ainsi la majeure partie de son économie à un groupe d’aventuriers, alors que dans le même temps, les tentations centrifuges, voire ouvertemlent séparatistes, prennent de plus en plus de force dans les régions face au pouvoir central défaillant. Vient alors le règne des oligarques, où une poignée d’hommes d’affaires s’empare des actifs les plus rentables de l’économie russe. La banque Menatep de Mikhaïl Khodorkovski acquiert pour 300 millions de dollars les actifs de Yukos, qui seront estimés en 2003 à 35 milliards de dollars. La construction de ces empires industrialo-financiers ne se fait pas sans violence. Les luttes entre les différents clans prennent souvent la forme de règlements de comptes mafieux. C’est sur ce fond d’un État déliquescent que la première guerre en Tchétchénie vient marquer l’affaiblissement du pouvoir russe à l’intérieur de ses frontières.

The establishment of a national chart is always a real headache for the astrologer who has to choose between different moments during a process leading to independence or a change of regime. This process involves a beginning, a culmination and an end. With regard to the new Russia, the moment of the culmination is quite clear : it is at the moment of the failure of the Communist Conservative coup on  August 19, 1991 ; the end is the official end of the USSR with the disappearance of Mikhail Gorbachev from the political scene ; the beginning is the declaration of sovereignty of the Russian Federation on June 12, 1990, that confirms a year later the election of Boris Yeltsin as president of the republic (much like the Federation Day of July 14 1790 comes to anchor in the conscience of the nation the change of regime effected by the thunderbolt of the taking of the Bastille a year earlier). Often a fact or a symbolic image marks a major turning point in the national consciousness: the fall of the Berlin Wall (November 9, 1989), Boris Yeltsin perched on a tank in front of the White House (August 19, 1991) ; in the context of the fall of communism in Russia, one can add the name change of Leningrad, which becomes again St. Petersburg (June 12, 1991) or the replacement of the red star by the tricolor flag of the Russian Federation at the top of the Kremlin (December 25, 1991).

Anyway, a first observation of paramount importance to me, can be drawn from the position of the Sun at 21° Gemini : it is in resonance with the Sun at 21° Pisces in the chart of republican Russia, which was born on March 13, 1917, at the very moment (exactly midnight, according to Kerensky), where the Duma proclaims itself at the head of the government instead of the Tsar. The new Russian Federation, which became sovereign in 1990, broke with the Communist Russic after the Bolshevik coup d'état of November 7, 1917, to which the new masters of the country gave the name of "Revolution of October" ; the new Russia, on the other hand, is a continuation of the Republic, which was born de facto on March 13, 1917 (February 28th, o.s.), a birth sanctioned two days later by the abdication of Nicholas II. A similar position of the Sun was also present in thechart of the investiture of Mikhail Gorbachev as Secretary General of the CPSU, on March 11, 1985 (Sun at 21° Pisces).

This article analyzes the charts of the Russian Federation before studying the liquidation of the communist past. Indeed, the Russian Federation, which is recognized as the heir to the USSR - especially in order to avoid the dispersion of the nuclear arsenal - will experience difficult beginnings, the first task being to liquidate the heavy legacy of seventy years of communist era. It is in the anarchy that seems to fall Russia in the early 1990s, a Russia that chooses excessive liberalization and thus delivers the bulk of its economy to a group of adventurers, while in the same time, the centrifugal temptations, even openly separatist ones, take more and more force in the regions vis-a-vis the defective central power. Then came the reign of the oligarchs, where a handful of businessmen seized the most profitable assets of the Russian economy. Mikate Khodorkovsky's Menatep Bank acquires $ 300 million worth of Yukos' assets, estimated in 2003 at $ 35 billion. The construction of these industrial-financial empires is not without violence. The struggles between the different clans often take the form of mafia settlements. It is on this bottom of a deliquescent state that the first war in Chechnya comes to mark the weakening of Russian power within its borders.

Le 9 août 1999, deux jours avant l’éclipse « nostradamique » du 11 août, à 18° Lion, que Vladimir Poutine est nommé Premier ministre. Le 31 décembre, Boris Eltsine démissionne de son poste de président de la Fédération de Russie et Vladimir Poutine devient président par intérim. Il sera élu président le 26 mars 2000 et son investiture officielle aura lieu le 7 mai suivant.

Si le temps de Boris Eltsine a été essentiellement celui d’une destruction radicale de l’ordre soviétique abhorré - accompagné d’une amputation territoriale qui ramène la Russie trois siècles en arrière, à l’époque de Pierre le Grand – et aussi l’époque d’un pillage sans précédent des richesses nationales accompagné d’une sorte de colonisation par le vainqueur de la Guerre froide, l’ère de Vladimir Poutine est avant tout celle d’une rénovation, de la création d’une Russie nouvelle, distincte aussi bien de l’ancien empire tsarien mis à bas par la révolution de Février 1917 que de l’empire soviétique qui disparaît après le coup d’État manqué du 19 août 1991 et après la victoire de Boris Eltsine sur Mikhaïl Gorbatchev. Le grand choix qui est celui de l’ère Poutine n’est ainsi en aucun cas le retour nostalgique aux formes impériales du passé – qu’elles soient tsariennes ou soviétiques – mais celui de l’édification d’une nouvelle grande Russie, impériale dans le sens où elle n’est pas un État-nation mais un espace pluri-ethnique et pluri-confessionnel, soucieux de garder un équilibre entre Europe et Asie, où elle peut jouer un rôle pivot fécond et pacificateur.

L’article analyse les thèmes des deux présidents en exercice depuis le début du XXIe siècle : Vladimir Poutine et Dmitri Medvedev. Si Vladimir Poutine est de la génération de la conjonction Saturne-Neptune de 1953 (de même que son homologue chinois le président Xi Jinping), Dmitri Medvedev est un natif de la conjonction Uranus-Pluton de 1965, et donc particulièrement sensible au transit en cours du carré évolutif Uranus-Pluton. C’est d’ailleurs au moment de l’opposition d’Uranus à sa position natale, à l’âge de 42 ans, que Dmitri Medvedev est devenu, le 7 mai 2008, le troisième président de la Fédération de Russie.

La suite de l’article examine les points forts d’une stabilité politique, mais aussi ses fragilités, ainsi que la coexistence pacifique entre orthodoxie et islam en Russie, où le choix effectué en faveur d’une nouvelle grande Russie dans un espace pluri-ethnique et multi-confessionnel implique la recherche constante d’équilibres menacés par le radicalisme wahhabite et par des groupes djihadistes qui s’activent du Maghreb à l’Indonésie en passant par le Caucase et l’Asie centrale. Une partie de l’article est ainsi consacré aux questions géopolitiques propres aux cinq républiques d’Asie centrale qui ont accédé à l’indépendance en 1990-1991.

Est abordée ensuite la question des principes de la politique étrangère de Vladimir Poutine, dont la doctrine a été a été formulée en toute clarté le 10 février 2007 à Munich, lors d’une Conférence sur la sécurité européenne et est régulièrement précisée lors des rencontres annuelles du Club de Valdaï. La Fédération de Russie bénéficie, depuis 2004, d’une parfaite concordance dans la conduite de ses affaires étrangères grâce à la collaboration continue entre le président et le ministre des Affaires étrangères, Serguéi Lavrov, qui jouit de la stature d’un diplomate de haut vol.

On August 9, 1999, two days before the "nostradamic" eclipse of August 11, at 18° Lion, Vladimir Putin was appointed Prime Minister. On December 31st, Boris Yeltsin resigns as President of the Russian Federation and Vladimir Putin becomes Acting President. He will be elected president on March 26, 2000, and his official nomination will be held on May 7th.

If the time of Boris Yeltsin was essentially that of a radical destruction of the abhorred Soviet order - accompanied by a territorial amputation that brings Russia three centuries back, at the time of Peter the Great - and also the the era of an unprecedented plunder of national wealth accompanied by a sort of colonization by the winner of the Cold War, the era of Vladimir Putin is above all that of a renovation, the creation of a new, distinct Russia both the former tsarist empire stifled by the February 1917 revolution and the soviet empire that disappears after the failed coup of  August 19, 1991 and after Boris Yeltsin's victory over Mikhail Gorbachev. The great choice of the Putin era is thus in no way the nostalgic return to the imperial forms of the past - be they Tsarist or Soviet - but that of the construction of a new great Russia, imperial in the sense that it is not a nation-state but a multi-ethnic and multi-confessional space, anxious to maintain a balance between Europe and Asia, where it can play a pivotal fruitful and pacifying role.

The article analyzes the natal charts of the two presidents in office since the beginning of the twenty-first century : Vladimir Putin and Dmitry Medvedev. If Vladimir Putin is from the generation of the Saturn-Neptune conjunction of 1953 (like his Chinese counterpart President Xi Jinping), Dmitry Medvedev is a native of the 1965 Uranus-Pluto conjunction, and therefore particularly sensitive to transit in progress of the evolutionary Uranus-Pluto square. It was at the time of Uranus' opposition to his native position, at the age of 42, that Dmitry Medvedev became, on May 7, 2008, the third President of the Russian Federation. The rest of the article examines the strengths of political stability, but also its weaknesses, as well as the peaceful coexistence between Orthodoxy and Islam in Russia, where the choice made for a new Greater Russia in a multi-faceted Ethnic and multi-confessional implies the constant search for balances threatened by Wahhabi radicalism and by jihadist groups that are active from the Maghreb to Indonesia via the Caucasus and Central Asia. Part of the article is devoted to geopolitical issues specific to the five Central Asian republics that gained independence in 1990-1991.

Next is the issue of the principles of Putin's foreign policy, the doctrine of which was formulated in Munich on February 10, 2007, at a Conference on European Security and is regularly clarified at annual meetings of the Valdai Club. Since 2004, the Russian Federation has enjoyed a perfect concordance in the conduct of its foreign affairs thanks to the continued collaboration between the President and the Minister of Foreign Affairs, Sergei Lavrov, who enjoys the stature of a high-level diplomat.

En conclusion de ce séminaire virtuel consacré aux trois grandes puissances, le numéro 9 de la RAM comporte deux parties : la première traite du contexte géopolitique à la veille de la période 2017-2021 ; la seconde analyse les effets des cycles planétaires sur les trois puissances.
En tête de la première partie, nous donnons en ouverture une analyse du Brexit – coup de gong comparable à celui que constitua, à l’automne 1989, la Chute du Mur de Berlin. Puis vient un bref survol des cycles planétaires au cours du XXIe siècle, suivi d’une longue analyse géopolitique de ce que nous nommons volontiers « le nouvel ordre global tripolaire ». Face à l’agressivité d’une puissance hégémonique sur la défensive - le « Dragon blessé », pour reprendre une expression d’Alexandre Douguine – se renforce en Chine et en Russie une résistance commune qui aboutit à l’émergence d’un vaste espace eurasiatique.
Le monde change. Après la phase du carré évolutif Uranus-Neptune entre 2012 et 2015 (plus largement entre 2008 et 2016), qui a correspondu à la fois à un chaos planétaire et à une mutation explosive, il apparaît que le sens de la conjonction Uranus-Neptune est celui d’un vaste transfert d’hégémonie politique et culturelle – ce que nos ancêtres du Moyen-Âge avaient coutume d’appeler translatio studii et imperii – le relais passant d’une Europe occidentale qui a dominé le monde depuis la période des Grandes Découvertes à la fin du XVe siècle aux puissances réémergentes des anciennes civilisations antiques de la Chine et de l’Inde, mettant l’Asie au premier plan des enjeux de pouvoir entre un bloc euratlantiste et un bloc eurasiatique en formation. Ainsi prend forme un nouveau type de Grand Jeu, pour reprendre l’expression popularisée par Rudhyar Kipling qui nommait ainsi la rivalité pour le contrôle de l’Asie centrale entre l’Angleterre victorienne et la Russie tsariste en expansion vers le sud et l’est. Aujourd’hui le jeu est rendu plus complexe par l’implications de multiples joueurs, dont les principaux sont la Russie, la Chine et les États-Unis, mais aussi l’Inde et le Pakistan et, en toile de fond, l’Iran, la Turquie et le Japon. Le tableau se complique également du fait du brouillage causé par le terrorisme islamique importé du Moyen-Orient ainsi que des enjeux pour le contrôle de gigantesques ressources énergétiques situées entre la mer Caspienne et le Tibet.
Pour la Chine, le partenariat stratégique avec la Russie est le complément indispensable du grandiose projet de développement d’une nouvelle Route de la Soie, visant à impulser, dans la sphère eurasiatique, une sorte de renaissance influant sur le commerce, l’industrie, la recherche, la pensée et la culture. Ce projet repose sur la constitution d’un réseau interconnecté de chemins de fer à grande vitesse, offrant un potentiel de mobilité pour les personnes et les marchandises de Pékin à Duisbourg et à Lisbonne. De multiples accords ont été signés à ce sujet en mai 2015 ; le 9 mai, le jour des célébrations de la Victoire de la Grande Guerre patriotique à Moscou, Vladimir Poutine a reçu en entrevue privée le président chinois Xi Jinping, et un accord de centaines de milliards de dollars fut alors signé.

In conclusion of this virtual seminar dedicated to the three great powers, the number 9 of the JMA has two parts : the first deals with the geopolitical context on the eve of the period 2017-2021 ; the second analyzes the effects of planetary cycles on the three powers.
At the head of the first part, I give an opening analysis of the Brexit - gong comparable to that which constituted, in autumn 1989, the Fall of the Berlin Wall. Then comes a brief overview of planetary cycles in the 21st century, followed by a long geopolitical analysis of what I call "the new tripolar global order". Faced with the aggressiveness of a hegemonic power on the defensive - the "wounded Dragon", to use an expression of Alexander Dugin - is reinforced in China and Russia a common resistance that leads to the emergence of a vast space Eurasian.
The world changes. After the phase of the evolutionary Uranus-Neptune square between 2012 and 2015 (more widely between 2008 and 2016), which corresponded to both a global chaos and an explosive mutation, it appears that the meaning of the Uranus-Neptune conjunction is that of a vast transfer of political and cultural hegemony - what our ancestors of the Middle Ages used to call translatio studii and imperii - the relay from a Western Europe that has dominated the world since the period of the Great Discoveries at the end of the 15th century to the re-emerging powers of the ancient ancient civilizations of China and India, putting Asia in the forefront of power issues between a Euratlantist bloc and a Eurasian bloc in formation. Thus takes shape a new type of Great Game, to use the expression popularized by Rudhyar Kipling who named the rivalry for the control of Central Asia between Victorian England and tsarist Russia expanding to the south and east . Today the game is made more complex by the implications of multiple players, the main ones being Russia, China and the USA, but also India and Pakistan and, in the background, Iran, Turkey and Japan. The picture is also complicated by the jamming caused by Islamic terrorism imported from the Middle East and by the stakes for the control of gigantic energy resources located between the Caspian Sea and Tibet. For China, the strategic partnership with Russia is the indispensable complement to the grandiose project for the development of a new Silk Road, aimed at stimulating, in the Eurasian sphere, a kind of rebirth influencing trade, industry, research, thought and culture. This project is based on the creation of an interconnected network of high-speed railways, offering mobility potential for people and goods from Beijing to Duisburg and Lisbon. Numerous agreements were signed on this subject in May 2015; On May 9, the day of the Victory of the Great Patriotic War in Moscow, Vladimir Putin received a private interview with Chinese President Xi Jinping, and a deal worth hundreds of billions of dollars was signed.

La seconde partie de la RAM n° 9 s’ouvre sur un tableau des cycles planétaires pour la période 2017-2021 et se concentre sur le « pivot des puissances » (à 5° Cancer) avant d’étudier les synastries entre États et chefs d’État. La conclusion fait état de questions en suspens et s’achève sur un avertissement solennel face aux menaces croissantes de conflit nucléaire.


A l’horizon 2020 se profile la triple conjonction entre Jupiter, Saturne et Pluton, configuration qui nous renvoie à la précédente au début des années 1980. Il y avait alors un véritable danger de guerre mondiale, du fait que l’empire soviétique était aux abois et envisageait sérieusement, sous la présidence de Iouri Andropov, une fuite en avant avec une invasion surprise de l’Europe occidentale, comme l’ont prouvé les documents de la Stasi mis au jour après la chute du Mur de Berlin. Aujourd’hui, à la veille de la période 2017-2021, c’est l’empire américain qui est menacé – à terme - d’effondrement, voire de dislocation. C’est donc lui qui est devenu le « Dragon blessé », susceptible de réagir avec une extrême violence pour retarder son inéluctable déclin en tant que puissance hégémonique. Il est vrai que la fin de la domination américaine sur le monde est un processus qui peut durer encore longtemps. Dans tous les cas, cette période de la chute de l’hégémonie unipolaire est extrêmement dangereuse, car le Dragon agonisant est doté de l’armement nucléaire et sa puissance affolée peut entraîner toute l’humanité dans l’abîme.

The second part of the JMA n ° 9 opens on a table of the planetary cycles for the period 2017-2021 and concentrates on the "pivot of the powers" (at 5° Cancer) before studying the synastries between States and chiefs State. There was then a real danger of world war, because the Soviet empire was in danger. In the course of Yuri Andropov's presidency, he was seriously contemplating a flight with a surprise invasion of Western Europe, as evidenced by the Stasi documents uncovered after the fall of the Berlin Wall. Today, on the eve of the period 2017-2021, it is the American empire that is threatened - in the long term - with collapse or even dislocation. It is therefore it which has become the "wounded Dragon", capable of reacting with extreme violence to delay his inevitable decline as a hegemonic power.It is true that the end of American domination of the world is a process that can last a long time. In any case, this period of the fall of unipolar hegemony is extremely dangerous, as the dying Dragon is endowed with nuclear weaponry and its panicked power can drag all mankind into the abyss.
